Error 7399 connection refused

I wonder if any of you good people can help?
I dont know how to go about this problem that im having.
error 7399: OLE DB provider 'msdasql', [3kodbc.dll] connect: connection
refused] OLE DB error trace [ole/db Provider 'MSDASQL' IDBInitialize::
Initialize returned 0x80004005
does this mean that a password was changed somewhere? should i get a hold of
the administrator to the server that mine cannot connect to?
